Hi there!

I agree this is a fascinating area of development for museums, and I'm hoping more and more will develop either forums, or even moderated discussion lists.
The Tate forums are interesting. They still run a day-to-day forum which doesn't appear to be moderated, and can sometimes be dominated by one user... what do you do in this case - is the museum more interested in "free speech" or cultivating the debate?
The Getty Museum has had forums on their last 2 major exhibitions (www.getty.edu/art/exhibitions/viola and www.getty.edu/art/exhibitions/flemish) which are full of praise, inquiry, and great feedback. Small steps but very positive response.

As for a thriving community, mnartists.org (a community of artist in Michigan, USA, initiated by the Walker Art Center) is a great self-governing group. I would be interested if anyone else knows of similar forums, either in the arts community or out of museums.
